Abstract

Fluctuations of the relic radiation caused by the stationary structure of the universe, i.e., galaxies and galaxy clusters, are examined. It is shown that the amplitude of the fluctuations is equal to the product of the Hubble parameter and the gravitational delay time. This effect may be observed on galaxy clusters with a large redshift.
